A lawyer's salary in Sri Lanka ranges from about LKR 30,000-100,000 a month for a junior attorney-at-law to LKR 180,000-400,000 for senior associates and in-house legal managers. Partners and leading President's Counsel earn LKR 1 million or more a month from fees.

Junior vs Senior Attorneys-at-Law

Every lawyer in Sri Lanka is enrolled as an attorney-at-law of the Supreme Court. After passing the Law College final examination, students serve an apprenticeship of at least six months under a lawyer with at least eight years of experience. Many juniors then stay in a senior counsel's chambers, where they assist with research and drafting and take smaller matters of their own. Pay in chambers is low and often irregular at first.

Government Lawyers: State Counsel and the Attorney General's Department

The Attorney General's Department recruits attorneys-at-law as State Counsel through the Public Service Commission. Under Public Administration Circular 10/2025 the post is on scale AGS 2-2025: Rs. 131,300 to Rs. 160,700 basic a month (the old AGS 2-2016 scale started at Rs. 75,000). The revision is paid in phases: Rs. 115,970 at entry in 2026 and the full Rs. 131,300 from January 2027, plus the Rs. 17,800 cost of living allowance.

State Counsel can be promoted to Senior State Counsel, Deputy Solicitor General and above on higher scales. Government lawyers also gain a pension and heavy court experience, which is valuable if they move to private practice later. President's Counsel

President's Counsel (PC) is a rank conferred by the President on senior attorneys-at-law in recognition of their standing, similar to King's Counsel in the UK. A PC has no salary: income comes from fees for opinions, consultations and appearances, mainly in the Court of Appeal and Supreme Court. Leading PCs are among the highest earners in the country, but there is no official data on their income.

Lawyer: take-home pay after EPF and tax

Monthly figures at the middle of each range above, using the 2025/26 and 2026/27 APIT rates (first LKR 150,000 a month tax-free) and the 8% employee EPF deduction. APIT starts to apply at the senior associate (5-8 years) level. The employer also pays 12% EPF and 3% ETF on top, so a LKR 700,000 salary costs the employer about LKR 805,000 a month.
