What is the government salary scale in Sri Lanka for 2026?
Sri Lanka's government salary scales for 2026 are the 2025 scales in Public Administration Circular 10/2025, running from Rs. 40,000 (PL 1-2025) to Rs. 195,970 (top of SL 1-2025) in basic pay. In 2026 officers are paid the second phase, Rs. 5,000 plus 65% of the remaining increase, plus the Rs. 17,800 cost of living allowance. Full scales apply from January 2027.
What changed in the 2025 public sector pay revision?
Circular 10/2025, dated 25 March 2025, put the Budget 2025 salary proposals into effect. It replaced the scales of Public Administration Circular 03/2016 with new scales from 1 January 2025, and every officer was converted step to step onto the new scale.
- The Rs. 2,500 interim allowance (Circular 09/2019) and the Rs. 5,000 allowance (Circular 03/2022) were absorbed into the new basic salaries and stopped from 1 April 2025.
- The Rs. 17,800 cost of living allowance under Circular 03/2024 continues on top of basic pay.
- Pensions of officers who retire after 1 April 2025 are calculated on the full new scale.
- Institutional allowances paid as a fraction of salary were reduced in proportion, for example from one third to one quarter of salary, because the salary base is now higher.
Because the increase is large, it is paid in three steps rather than all at once. Budget 2026 set aside Rs. 110 billion for the second phase that started in January 2026.
How is the salary increase phased in 2025, 2026 and 2027?
The circular first works out each officer's net increase: the new basic salary minus the old basic salary, less the Rs. 7,500 of allowances that were folded in. That net increase is then released in stages:

Government salary scale Sri Lanka: all main salary codes
The table lists the main codes in Schedule II of Circular 10/2025. "Entry" and "Maximum" are the full basic salaries payable from 1 January 2027. "Paid 2026" is the basic salary actually paid at the first step from 1 January 2026. All figures are monthly, in rupees, before the Rs. 17,800 cost of living allowance.

How do I read a salary scale like MN 2-2025?
Each scale is written as a starting salary followed by blocks of yearly increments. The MN 2-2025 scale for Management Service Officers, for example, is:
That means an officer starts at Rs. 48,470, gains Rs. 540 a year for ten years, then Rs. 630 a year for eleven years, and so on to the maximum. Promotions to Grade II and Grade I move the officer to a higher step of the same scale rather than to a new code.
The letters group similar jobs: PL for primary level posts, MN for management assistants and associate officers, MT for technical, nursing and para medical services, GE for teachers, advisors and principals, MP for registered and assistant medical officers, RS for police and regulatory services and SL for executive, medical officer and senior grades.
How much does a government employee take home in 2026?
Gross monthly pay in 2026 is the amount paid under Schedule III plus the Rs. 17,800 cost of living allowance. Overtime, holiday pay and post-specific allowances come on top where they apply.

Pensionable public servants do not pay EPF. They contribute to the widows' and orphans' pension scheme, and APIT only applies above Rs. 150,000 a month, so most entry-level officers have no tax deducted. Circular 10/2025 says the total net increase is paid from 1 January 2027. Until then the circular's Schedule III lists, for every salary step, the amount paid and the amount withheld as at 1 January 2025 and 1 January 2026. No arrears are paid for January to March 2025, because actual payment of the new salaries started on 1 April 2025.
What is the lowest government salary in Sri Lanka in 2026?
The lowest scale is PL 1-2025 for primary level unskilled posts, which starts at Rs. 40,000 when fully paid. In 2026 the amount actually paid at step 1 is Rs. 38,863 basic. Adding the Rs. 17,800 cost of living allowance gives about Rs. 56,660 a month before any deductions such as the widows' and orphans' pension contribution.
Is the cost of living allowance still paid in 2026?
Yes. Paragraph 6 of Circular 10/2025 says the cost of living allowance paid under Public Administration Circular 03/2024 continues, so public servants still receive Rs. 17,800 a month on top of basic salary. What does the salary code MN 2-2025 mean?
The letters show the service category and the number shows the segment. MN codes cover management assistants and associate officers, MT covers technical, nursing and para medical services, GE covers the teaching services, SL covers executive and medical officer grades, PL covers primary level posts and RS covers police and regulatory services. What is the SLTS salary scale?
SLTS is the Sri Lanka Teachers’ Service. Class 3 teachers (Grades 3-II and 3-I) are on GE 1-2025, starting at Rs. 53,060, and Class 2 and Class 1 teachers are on GE 2-2025, which runs from Rs. 66,880 to Rs. 157,380 when fully paid in 2027. Principals are on GE 4-2025 and teacher advisors on GE 3-2025.
How are overtime and holiday pay calculated after the 2025 revision?
Overtime is calculated on the new Schedule II salary but at a reduced fraction from 1 April 2025: a rate of 1/80 of salary is paid at two thirds, 1/120 at three quarters, 1/160 at four fifths, 1/200 at five sixths and 1/240 in full. Holiday pay of 1/20 of salary is paid at two thirds. The circular says the full values will be paid once public finances improve.
Do government employees pay tax on their salary?
Public servants pay APIT like other employees, but only on income above the tax-free threshold of Rs. 150,000 a month. Most officers below the SL grades are under that level even with the cost of living allowance, so no tax is deducted. Pensionable public servants do not contribute to EPF; instead they contribute to the widows’ and orphans’ pension scheme.
