Government nurses salary scale in Sri Lanka (MT 7-2025)
Public Administration Circular 10/2025 replaced the 2016 salary scales for the whole public service from 1 January 2025. Schedule I places the Sri Lanka Nursing Service on three codes:
| Nursing grade | Code | Full scale (Rs.) |
|---|---|---|
| Grade III, II, I and Supra | MT 7-2025 | 54,920 - 10 x 800 - 11 x 1,190 - 10 x 1,320 - 10 x 1,350 - 102,710 |
| Special Grade | MT 8-2025 | 86,800 - 10 x 2,420 - 8 x 2,940 - 134,520 |
| Executive Grade | SL 1-2025 | 82,150 - 10 x 2,400 - 8 x 2,940 - 17 x 3,900 - 195,970 |
MT 7-2025 starts Rs. 800 to Rs. 2,400 above the other para medical scales (MT 4 to MT 6), so nursing officers sit at the top of the MT group. Public Health Inspectors, for comparison, are on MT 5-2025, which starts at Rs. 53,320.
What is the nursing officer salary by grade in 2026?
The 2025 increase is paid in stages, so the amount on a 2026 pay slip is lower than the scale. The table is taken from the Schedule III conversion tables and shows the old December 2024 salary, the amount paid from April 2025 and January 2026, and the full amount from January 2027. Figures are monthly basic salary in rupees.
| Grade point | Code / step | Dec 2024 | Apr 2025 | Jan 2026 | Jan 2027 |
|---|---|---|---|---|---|
| Grade III, entry | MT 7-2025, step 1 | 32,525 | 47,994 | 51,457 | 54,920 |
| Grade III, top of table | MT 7-2025, step 19 | 40,535 | 57,921 | 63,621 | 69,320 |
| Grade II, entry | MT 7-2025, step 12 | 37,635 | 54,328 | 59,219 | 64,110 |
| Grade II, top of table | MT 7-2025, step 30 | 49,515 | 69,070 | 77,300 | 85,530 |
| Grade I, entry | MT 7-2025, step 23 | 44,965 | 63,425 | 70,378 | 77,330 |
| Grade I / Supra, scale maximum | MT 7-2025, step 42 | 59,035 | 80,888 | 91,799 | 102,710 |
| Special Grade, entry | MT 8-2025, step 1 | 50,200 | 69,930 | 78,365 | 86,800 |
| Special Grade, maximum | MT 8-2025, step 19 | 76,690 | 102,789 | 118,655 | 134,520 |
Each nurse also earns one increment a year, so an officer with several years' service is further up the table. The conversion tables overlap: Grade III runs from step 1 to step 19, Grade II from step 12 to step 30 and Grade I from step 23 to step 42, the top of MT 7-2025. The circular places the Supra Grade on the same MT 7-2025 scale but does not print a separate conversion table for it.
How much does a government nurse take home each month?
Every public servant receives the Rs. 17,800 cost of living allowance, which continues under Circular 10/2025. Adding it to the 2026 basic gives these approximate gross figures before overtime and holiday pay:
| Grade point | 2026 basic + COLA (Rs.) |
|---|---|
| Grade III, new appointment | about 69,260 |
| Grade II, entry | about 77,020 |
| Grade I, entry | about 88,180 |
| Special Grade, entry | about 96,170 |
Nursing officers are pensionable, so no EPF is deducted. Ward nurses work rostered shifts, including nights and public holidays, so overtime and holiday pay often add a meaningful amount, but it depends on the hospital, ward and roster. From April 2025 overtime is worked out on the new Schedule II salary at a reduced fraction (a 1/80 rate is paid at two thirds), and holiday pay of 1/20 of salary is paid at two thirds.
What is the pupil nurse training allowance?
Government nurses train for three years as pupil nurses at a school of nursing and are paid a monthly allowance while training. Circular 10/2025 (I), issued on 24 April 2026, set the revised amounts:
| Training year | From Apr 2025 | From Jan 2026 | From Jan 2027 |
|---|---|---|---|
| 1st year | 41,317 | 43,274 | 45,230 |
| 2nd year | 41,689 | 43,730 | 45,770 |
| 3rd year | 42,061 | 44,186 | 46,310 |

Do private hospital nurses earn more than government nurses?
Private hospital groups such as Asiri, Hemas, Nawaloka and Lanka Hospitals set their own pay and do not publish scales. The ranges below are SalaryLK editorial estimates, not official figures, and include basic pay plus fixed allowances.
| Role (private sector, estimate) | Monthly (LKR) |
|---|---|
| Staff nurse, diploma, 0-3 years | 50,000 - 80,000 |
| Senior staff nurse / BSc nurse | 70,000 - 110,000 |
| Ward sister / nursing supervisor | 100,000 - 180,000 |
Private nurses receive EPF and ETF but no pension, and job security is lower. Government nurses get a pension, the cost of living allowance and overtime on top of a published scale. Career path in the Sri Lanka Nursing Service
Nursing officers start in Grade III and are promoted to Grade II, Grade I and the Supra Grade on MT 7-2025 according to the service minute, which sets the years of service and other requirements for each promotion. Above them, the Special Grade (MT 8-2025) and the Executive Grade (SL 1-2025) are the senior levels of the service, with the Executive Grade on the same scale as other executive public servants. The circular says the full values will be paid when public finances improve.
How much do nurses earn in private hospitals like Asiri or Hemas?
Private hospitals do not publish pay scales. As a SalaryLK editorial estimate, diploma-qualified staff nurses in large Colombo private hospitals typically earn about LKR 50,000 to 110,000 a month, and experienced ward sisters or nursing supervisors about LKR 100,000 to 180,000. Private nurses also receive EPF and ETF, which government nurses do not.
Is the nursing officer salary higher than a teacher salary?
At entry it is similar. Government nursing officers are permanent, pensionable public servants, so EPF is not deducted; they contribute to the widows’ and orphans’ pension scheme instead. How long does it take to become a government nursing officer?
Pupil nurses are selected by the Ministry of Health from A/L qualified applicants and train for three years at a government school of nursing, receiving a monthly training allowance throughout. After passing the final examination they are appointed as Grade III nursing officers on MT 7-2025.
