How much does a government engineer earn in Sri Lanka?

Engineers in the Sri Lanka Engineering Service (SLES), Grades III to I, are paid on the SL 1-2025 scale: Rs. 82,150 to Rs. 195,970 basic a month once fully paid in January 2027. In 2026 a new Grade III engineer receives Rs. 74,438 basic plus the Rs. 17,800 cost of living allowance, about Rs. 92,200 a month.

Sri Lanka Engineering Service salary scale (SL 1-2025)

We started with Schedule I of Circular 10/2025, which lists "Sri Lanka Engineering Service (Grade I, II, III)" against salary code SL 1-2025. That is the executive code. Engineers share it with the Sri Lanka Administrative Service, the Scientific, Planning and Accountants' services, and the Foreign Service. The Special Grade of every all island service is on SL 3-2025.

What is a government engineer paid at each grade in 2026?

These rows come from the Schedule III conversion tables for SL 1-2025 and SL 3-2025. Each shows the old December 2024 basic at that step, the amounts paid from April 2025 and January 2026, and the full amount from January 2027. All are monthly basic salary in rupees.

The grade tables overlap. Grade II starts at step 12 and Grade I at step 20, both below the top of the grade under them, so a promotion mainly lifts your ceiling. You also earn one increment a year, which is why most serving engineers sit several steps above their grade's entry point.

How much does a government engineer take home each month?

Every public servant receives the Rs. 17,800 cost of living allowance on top of basic pay. Adding it to the 2026 basic gives these approximate gross figures:

SLES engineers are pensionable, so no EPF is taken from their pay. APIT is due only on monthly earnings above Rs. 150,000, so juniors pay none, while top Grade I and Special Grade engineers pay tax on the slice above that line. We could not find a single current list of those amounts, so we have left them out.

Who counts as a government engineer?

When people search for a government engineer salary, they usually mean one of three groups, and only the first is covered by SL 1-2025:

How do you become a government engineer in Sri Lanka?

  1. Earn an accredited engineering degree. Complete a BSc Engineering degree, or an accepted equivalent, in the field you want to work in. Civil, mechanical, electrical and electronic graduates make up most of the service.
  2. Register with the Engineering Council. Recent SLES Grade III notices have asked candidates to hold valid registration with the Engineering Council, Sri Lanka, so register as soon as your degree is awarded.
  3. Apply when the Ministry calls for applications. The Ministry of Public Administration recruits to SLES Grade III through open and limited streams. Watch the Government Gazette and the Ministry website for the notice.
  4. Pass the selection stages. The open stream is decided through the selection process in the notice. For the open stream 2024 intake, second-stage interviews were held on 16 August 2026 at the Ministry in Colombo.
  5. Start in Grade III on SL 1-2025. New appointees start at step 1 of SL 1-2025, Rs. 82,150 basic when fully paid, and are posted to a ministry, department or agency that employs SLES engineers.

Is a government engineer salary competitive with the private sector?

At graduate level, yes. The Rs. 92,200 a new Grade III engineer receives in 2026 is close to what we see private firms offer fresh graduates, based on our estimates on the civil engineer salary and electrical engineer salary pages. The gap opens later. Experienced private engineers in construction, energy and consulting can earn well above the SL 1 maximum, while the public scale tops out at Rs. 195,970 basic until you reach the Special Grade.

Our take: a strong first job, a weaker last one

Looking at the numbers, we think SLES Grade III is a good first job for a newly registered engineer. You start on the executive scale, at the same pay as an SLAS officer, and the work in ministries and departments gives broad experience across large public projects.

The trade-off shows up after a decade, when private and overseas salaries grow faster than SL 1-2025. If we were starting out, we would register with the Engineering Council straight after graduation, apply for the next open stream, and keep working toward chartered status so both doors stay open.

Is a government engineer paid more than a private sector engineer?

At entry the gap is small. A Grade III SLES engineer earns about Rs. 92,200 gross in 2026, which sits inside the range we see for graduate engineers at private firms. Private pay usually pulls ahead after five to ten years, while the government post adds a pension, job security and a predictable annual increment.

What is the salary of a Grade I government engineer?

A Grade I SLES engineer starts at step 20 of SL 1-2025, Rs. 133,570 basic when fully paid, and can rise to the scale maximum of Rs. 195,970. In 2026 the Grade I entry step is paid Rs. 117,857 basic, or about Rs. 135,700 with the cost of living allowance.

Do government engineers pay income tax?

Some do. APIT applies only to monthly earnings above Rs. 150,000. A Grade III or Grade II engineer is below that line in 2026, but a Grade I engineer near the top of SL 1-2025 or a Special Grade engineer crosses it once the cost of living allowance is added. As pensionable public servants, SLES engineers do not contribute to EPF.

Do engineers at CEB or the Water Board use the same scale?

No. The Ceylon Electricity Board, the National Water Supply and Drainage Board and other statutory bodies set their own salary structures, which are separate from the Public Administration Circular. SL 1-2025 applies to engineers in the Sri Lanka Engineering Service working in ministries and government departments.

What is the Special Grade engineer salary?

Circular 10/2025 puts the Special Grade of all island services on SL 3-2025, which runs from Rs. 156,000 to Rs. 214,200 basic when fully paid. In 2026 the entry step is paid Rs. 136,575 basic. Senior engineers reach this grade through promotion under the service minute.
