Government technical officers in the Sri Lanka Technological Service, Grades III to I, are paid on the MN 3-2025 scale: Rs. 52,250 to Rs. 100,040 basic a month once fully paid in January 2027. In 2026 a new Grade III officer receives Rs. 49,202 basic plus the Rs. 17,800 cost of living allowance, about Rs. 67,000 a month.

Technical officer salary scale (MN 3-2025)

Schedule I of Circular 10/2025 lists the "Sri Lanka Technological Service" with Grades I, II and III on MN 3-2025 and the Special Grade on MN 7-2025. The same two codes cover the Engineering Assistants' Service of the Irrigation Department and the Librarians' Service.

What is the technical officer salary by grade in 2026?

The full scale applies from January 2027. Until then, the increase is paid in stages. These rows come from the Schedule III conversion tables and show monthly basic salary in rupees:

Adding the Rs. 17,800 cost of living allowance to the 2026 basic gives roughly Rs. 67,000 for a new Grade III officer, Rs. 74,800 at the Grade II entry step, Rs. 85,900 at the Grade I entry step and Rs. 107,300 at the top of MN 3-2025. Technical officers are pensionable, so no EPF is deducted, and none of these amounts reaches the Rs. 150,000 APIT threshold.

What qualifications do you need to become a technical officer?

The Ministry of Education's 2025 notice is a good template, because the Technological Service minute sets common rules. It asked for three A/L passes in one sitting from the Science, Mathematics or Technology stream, including two of Combined Mathematics, Physics, Engineering Technology and Science for Technology. It also asked for six O/L passes with a credit, and one of these technical qualifications:

How do you get a government technical officer job?

  1. Pass the A/L in the science, maths or technology stream. The 2025 Ministry of Education notice asked for three A/L passes in one sitting from the Science, Mathematics or Technology stream, including two of Combined Mathematics, Physics, Engineering Technology and Science for Technology, plus six O/L passes.
  2. Complete a recognised technical diploma. Earn an NDT, NDES, HNDE, the OUSL Diploma in Technology, IESL Part 1 or NVQ Level 6 in the field of the post, or another qualification TVEC accepts as equivalent.
  3. Apply for the open competitive examination. Ministries advertise Grade III technical officer posts in the Gazette, and applications are made online through the Department of Examinations. Open applicants must be 18 to 30 years old on the closing date.
  4. Sit the exam and interview. Candidates sit a written test and those who qualify are called for an interview that checks basic qualifications before appointment.
  5. Serve the probation and pass the efficiency bar. New Grade III officers serve a three-year probation and must pass the first efficiency bar examination within that period under the Technological Service minute.

Technical officer vs engineer and other posts

A technical officer is the diploma-level partner of the graduate engineer. Here is how MN 3-2025 compares with nearby public service scales at the full 2027 rates:

The step up to the government engineer salary needs an engineering degree. Some technical officers get there part time through the IESL route (our guide on how to become a civil engineer explains it), which is one reason IESL Part 1 is an accepted entry qualification. In private construction and manufacturing, diploma holders work under titles such as technical officer, site supervisor or civil engineering assistant. Our editorial estimate for that work is roughly LKR 60,000 to 120,000 a month depending on experience and employer, with EPF deducted and no pension.

Our take: the most reliable government job for diploma holders

From the figures, we think the technical officer grade is the best-paid permanent public post open to someone without a degree. It starts about Rs. 3,800 above the Management Service Officer scale, offers a Special Grade on MN 7-2025, and the work builds skills that private employers value too.

Watch the age limit. Open applicants must be 30 or younger, so if you are finishing an NDT or HNDE, start checking the Gazette straight away. We would also keep an eye on the IESL route, because a later engineering qualification is the only way past the MN 7-2025 ceiling.

Circular 10/2025 places the Special Grade of the Sri Lanka Technological Service on MN 7-2025, which runs from Rs. 71,240 to Rs. 119,500 basic when fully paid. In 2026 the entry step of MN 7-2025 is paid Rs. 65,234 basic, about Rs. 83,000 with the cost of living allowance.

Is the technical officer salary the same as an engineering assistant salary?

Yes at the scale level. Schedule I lists the Engineering Assistants' Service of the Irrigation Department on the same codes: MN 3-2025 for Grades III to I and MN 7-2025 for the Special Grade. The duties and departments differ, but the pay scale is identical.

Do technical officers get paid during training?

Schedule VI of Circular 10/2025 sets monthly allowances for Technological Service trainees: Rs. 43,274 in the first year and Rs. 43,730 in the second year from 1 January 2026, rising to Rs. 45,230 and Rs. 45,770 from 2027. These apply to trainees covered by that schedule, not to diploma students in general.

Is a technical officer job permanent and pensionable?

Yes. The 2025 Ministry of Education notice described the post as permanent and pensionable, subject to future government policy on pensions. Because the post is pensionable, there is no EPF deduction, and at these pay levels no APIT is due either.
