An HR assistant in Sri Lanka earns about LKR 35,000 to 55,000 a month in 2026, by our estimate. New assistants start near LKR 35,000 to 45,000. With a CIPM diploma and a few years of experience, the next step, HR executive, pays LKR 40,000 to 90,000, and HR managers earn LKR 130,000 to 250,000.

What does an HR assistant do?
The job is mostly about accuracy and keeping records straight. In a typical week you would:
- Maintain personal files, contracts and letters of appointment.
- Track attendance, leave and overtime, and send clean inputs to payroll.
- Prepare EPF and ETF lists and help with monthly submissions.
- Schedule interviews, collect documents and prepare offer letters.
- Run induction paperwork for new staff and exit paperwork for leavers.
- Help with welfare events, training records and staff queries.

Which CIPM qualification should an HR assistant take?
The Chartered Institute of Personnel Management (CIPM) Sri Lanka runs the main local HR qualification ladder. We would match the level to where you are now:

What is an HR assistant's take-home pay?
As a private-sector employee you pay 8% EPF, and your employer adds 12% EPF and 3% ETF. At HR assistant pay, no APIT is due, because the first LKR 150,000 a month is tax-free from April 2025. HR assistant: take-home pay after EPF and tax
Monthly figures at the middle of each range above, using the 2025/26 and 2026/27 APIT rates (first LKR 150,000 a month tax-free) and the 8% employee EPF deduction. APIT starts to apply at the hr manager level. The employer also pays 12% EPF and 3% ETF on top, so a LKR 190,000 salary costs the employer about LKR 218,500 a month.

Our take: the assistant pay is low, the ladder is not
An HR assistant salary of LKR 35,000 to 55,000 is close to many other entry office jobs, such as an admin assistant. What makes HR worth it is the ladder above it. An HR manager can earn four to five times an assistant's pay.
If we were starting today, we would take an assistant job in a busy factory or a large company, enrol in the CIPM DPHRM within the first year, and ask to handle payroll inputs and recruitment from day one. That combination is what gets assistants promoted to executive in two to three years.
One warning: some "HR assistant" jobs are really receptionist or general admin roles with an HR title. Ask at the interview which HR tasks you will own. If the answer is only filing, keep looking.

Which qualification is best for an HR assistant in Sri Lanka?
The most common local route is the Chartered Institute of Personnel Management (CIPM) Sri Lanka ladder. The Diploma in Professional HRM (DPHRM) is a 12-month course costing LKR 165,000, and CIPM says it is the only TVEC-recognised national HRM diploma, equivalent to NVQ Level 5. A degree in HRM or business is the other main route.
Can I become an HR assistant after A/L?
Yes. Many companies hire HR assistants and trainees with A/L results, good English and computer skills, especially in factories and branch offices. Starting a CIPM foundation or certificate course while you work makes promotion much easier. Within three to four years, many assistants move up to HR executive.
How much does an HR assistant earn in a garment factory?
Our estimate for an HR assistant in an apparel or manufacturing plant is LKR 35,000 to 50,000 a month, sometimes with meals, transport and attendance bonuses. Factory HR work is busy, with large headcounts, shift attendance and welfare tasks, so it is a fast way to build practical experience.
Do HR assistants pay income tax in Sri Lanka?
Not at typical HR assistant pay. APIT applies only to employment income above LKR 150,000 a month (LKR 1.8 million a year) from April 2025. An HR assistant on LKR 45,000 pays 8% EPF, about LKR 3,600, and takes home about LKR 41,400. The employer adds 12% EPF and 3% ETF.
How long does it take to go from HR assistant to HR manager?
Typically eight to ten years. A common path is two to three years as an assistant, three to four years as an executive or senior executive, then assistant HR manager before HR manager. A CIPM qualification or HR degree, plus experience in employee relations and payroll, speeds this up.
