How much does a Management Service Officer earn?

The Management Service Officer salary in Sri Lanka is set by scale MN 2-2025: Rs. 48,470 to Rs. 82,800 basic a month for Grades III to I once fully paid in January 2027. In 2026 a new Grade III MSO is paid Rs. 46,010 basic plus the Rs. 17,800 cost of living allowance, about Rs. 63,800 gross. The Supra Grade (MN 7-2025) reaches Rs. 119,500.

MSO salary scale: MN 2-2025

Public Administration Circular 10/2025 replaced the 2016 salary scales from 1 January 2025. The Management Service Officers' Service, formerly the Public Management Assistants' Service, is placed on MN 2-2025 for Grades III, II and I, and MN 7-2025 for the Supra Grade:

Gross monthly pay in 2026

All public servants receive the cost of living allowance of Rs. 17,800 a month (raised in 2024 and continued by the 2025 circular). Adding it to the 2026 paid basic gives:

MSOs are pensionable, so EPF is not deducted. These amounts are below the Rs. 150,000 a month APIT threshold, so no income tax is deducted from salary. Overtime, where approved, is calculated separately.

How to become a Management Service Officer

  1. Open competitive exam. Grade III recruitment is mainly through the MSO open competitive examination. The 2026 gazette was published at the end of August 2026, with the exam in December 2026.
  2. Eligibility. Age 18 to 30 and the G.C.E. O/L (or listed A/L) requirements stated in the gazette.
  3. Two papers. Language Proficiency (100 marks) and Aptitude (100 marks), conducted by the Commissioner General of Examinations.
  4. Limited exam for serving staff. Permanent public servants with five years of satisfactory service on eligible scales can enter Grade III through a limited competitive exam.
  5. Provincial route. Provincial Public Service Commissions run their own MSO recruitment for provincial councils.
