Government Jobs in Sri Lanka 2026
How the state recruits, what the main entry posts pay after the 2025 salary revision, and how to apply
How do you get a government job in Sri Lanka, and what does it pay?
Most government jobs in Sri Lanka are filled through competitive exams advertised in the Government Gazette. Entry posts pay Rs. 40,000 to Rs. 82,150 basic on the 2025 scales, fully paid from January 2027, plus the Rs. 17,800 cost of living allowance. A new Management Service Officer receives about Rs. 63,800 a month in 2026.
How we checked this
- We read Public Administration Circular 10/2025 for every scale code and phased amount on this page.
- We checked recruitment rules against recent gazette notices and the Department of Examinations application site in October 2026.
- Pay figures are official basic salaries, not estimates. Allowances other than COLA vary by post and are not included.
How does government recruitment work in Sri Lanka?
We find most people searching for government jobs expect a single application portal. There isn't one. Recruitment runs service by service, and the rules for each service are set in its service minute and repeated in every recruitment notice.
The Public Service Commission is responsible for appointments to the national public service, and much of that power is delegated to secretaries and heads of department. Posts in provincial councils, such as many teachers, development officers and health staff in the provinces, are filled by the nine Provincial Public Service Commissions. The exams themselves are mostly run by the Department of Examinations.
| Route | Who can apply | Used for |
|---|---|---|
| Open competitive exam | Any citizen meeting the notice's qualifications and age limit | Most entry grades (MSO, GN, SLAS, station master) |
| Limited competitive exam | Serving officers with the required years of service | A share of vacancies in higher grades or services |
| Merit / interview only | Candidates with a specified qualification | Some professional and primary level posts |
| Training intake | A/L students selected for state training | Nursing, PHI, some para medical posts |
| Graduate recruitment drive | Unemployed graduates, as announced | Development Officers, graduate teachers |
Graduate recruitment drives depend on a government decision and are announced when they happen, so we would not plan a career around waiting for one. The open exams are more predictable, because most services recruit every year or two.
Main entry-level government jobs and their 2026 pay
Public Administration Circular 10/2025 replaced the 2016 scales from 1 January 2025. The increase is paid in phases, so the table shows both the entry basic actually paid from January 2026 and the full figure that applies from January 2027. Click a post to see its full scale.
| Post | Scale | Paid 2026 (Rs.) | Full 2027 (Rs.) |
|---|---|---|---|
| Office assistant / primary level (unskilled) | PL 1-2025 | 38,863 | 40,000 |
| Management Service Officer Grade III | MN 2-2025 | 46,010 | 48,470 |
| Grama Niladhari | GN 1-2025 | 47,834 | 50,630 |
| Development Officer | MN 4-2025 | 49,886 | 53,060 |
| Teacher Grade 3-II (trained) | GE 1-2025 | 49,886 | 53,060 |
| Public Health Inspector Grade III | MT 5-2025 | 50,106 | 53,320 |
| Nursing Officer Grade III | MT 7-2025 | 51,457 | 54,920 |
| Station Master Grade III | Railway-2025 | 53,897 | 57,810 |
| Police Sub Inspector | RS 3-2025 | see note | 55,410 |
| Graduate teacher Grade 3-I(a) | GE 1-2025 (step 14) | 59,504 | 64,440 |
| SLAS / executive officer Grade III | SL 1-2025 | 74,438 | 82,150 |
Add Rs. 17,800 cost of living allowance to every figure. Police pay differs: the April 2026 sub inspector gazette states the full RS 3-2025 basic of Rs. 55,410 and adds police allowances, which bring a new SI to about Rs. 120,700 a month, as our police SI salary guide explains. For every scale code from PL 1 to SL 4, see the government salary scale 2026.
Which government jobs can you apply for with your qualifications?
| Your qualification | Posts worth targeting |
|---|---|
| O/L, open exam or interview | Office assistant / primary level (unskilled) |
| O/L + A/L, open competitive exam | Management Service Officer Grade III |
| A/L, open competitive exam | Grama Niladhari |
| Degree, graduate recruitment or exam | Development Officer |
| NCOE diploma or exam | Teacher Grade 3-II (trained) |
| A/L science, PHI training | Public Health Inspector Grade III |
| A/L science, nursing training | Nursing Officer Grade III |
| O/L + A/L, open competitive exam | Station Master Grade III |
| A/L or degree, police exam and tests | Police Sub Inspector |
| Degree, graduate teacher exam | Graduate teacher Grade 3-I(a) |
| Degree, open competitive exam | SLAS / executive officer Grade III |
With O/L and A/L passes, the Management Service Officer exam has the largest intakes and leads to offices in every district. The Grama Niladhari post pays a little more and keeps you in your home area. Science students who want a skill should look at the training intakes for nursing officers and public health inspectors. Graduates should compare the Development Officer salary with the graduate teacher scale, which starts higher at step 14.
How to apply for a government job in Sri Lanka, step by step
- Pick a service you qualify for. Match your results to a post: O/L and A/L for MSO, Grama Niladhari or station master; a degree for Development Officer, graduate teacher or SLAS; A/L science and training for nursing or PHI.
- Watch the Gazette every week. Most vacancies and examination notices are published in the Government Gazette on documents.gov.lk. Read the full notice: qualifications, age limits, number of vacancies and closing date are all set there.
- Apply the way the notice says. Many exams conducted by the Department of Examinations now take online applications at applications.doenets.lk with an exam fee. Some posts still ask for a postal application in the gazette format.
- Sit the competitive examination. Open competitive exams usually test general intelligence, general knowledge and a subject or aptitude paper. Candidates are ranked by marks against the vacancies in the notice.
- Attend the interview and document check. Short-listed candidates are called for a structured interview where certificates, age and other requirements in the notice are checked before appointment.
- Accept the appointment and complete probation. You are appointed on the salary scale stated in the notice, then serve a probation period and pass any efficiency bar exams set in the service minute to earn increments and promotion.
Where do you find government job vacancies?
| Source | What you find there |
|---|---|
| Government Gazette (documents.gov.lk) | Official recruitment and examination notices for the national public service |
| Department of Examinations (applications.doenets.lk) | Online applications, admission cards and results for exams it conducts |
| Provincial Public Service Commissions | Provincial posts, including many teaching and health vacancies |
| Ministry of Public Administration (pubad.gov.lk) | Service minutes and vacancy information for combined services |
| Sunday newspapers and corporation websites | State banks, boards and corporations, which recruit on their own terms |
Treat job-alert websites and Facebook pages as reminders only. They often copy notices with mistakes in dates or age limits, and some charge for "guaranteed" placements, which do not exist. We always download the original gazette PDF before applying.
Is a government pension better than EPF?
This is the biggest difference between a permanent public service job and a job at a state corporation or private company, and it is worth understanding before you choose.
| Pensionable public service post | State corporation or private job | |
|---|---|---|
| Retirement benefit | Monthly pension for life, based on final salary scale | EPF lump sum (8% employee + 12% employer) and ETF (3%) |
| Your contribution | Widows and Orphans Pension scheme deduction | 8% of salary to EPF |
| Effect of the 2025 revision | Retirees after 1 April 2025 get pension on the full new scale | Depends on employer pay rises |
Our pension salary guide explains how the pension is calculated. If you are weighing a state job against a private offer, compare the two side by side in government vs private salaries.
Our take: which government job we would aim for first
If you have A/L passes and no degree, we would sit the MSO and Grama Niladhari exams in the same year. They recruit in volume, the subjects overlap, and both lead to a pensionable post with Rs. 63,000 to Rs. 66,000 a month in 2026 including COLA.
If you have a degree, we would not stop at the Development Officer route. The SLAS and other executive exams start at Rs. 82,150 basic when fully paid, almost Rs. 30,000 more, and lead to far higher grades. The exam is harder, but the gap in lifetime pay is large. Our list of the highest paying government jobs shows where those executive careers lead.
Whatever you choose, read the service minute before you accept. Transfers, efficiency bar exams and probation rules decide how your career actually feels, and they are not in the salary table.
Frequently asked questions
How to get a government job in Sri Lanka?
Most permanent government jobs in Sri Lanka are filled through open competitive examinations advertised in the Government Gazette. You check the notice for qualifications and age limits, apply online or by post, sit the written exam, attend an interview, and are appointed in order of marks. Some posts, such as graduate Development Officers, are filled through special recruitment drives announced by the government.
Where can I find government job vacancies in Sri Lanka?
The official source is the weekly Government Gazette, published on documents.gov.lk by the Department of Government Printing. Examination notices and online applications also appear on the Department of Examinations site, applications.doenets.lk. Provincial posts are advertised by the nine Provincial Public Service Commissions, and state corporations advertise in Sunday newspapers and on their own websites.
What is the salary of government jobs in Sri Lanka in 2026?
Under Public Administration Circular 10/2025, entry posts start between Rs. 40,000 (PL 1-2025) and Rs. 82,150 (SL 1-2025) basic when fully paid from January 2027. In 2026 officers receive the second phase, for example Rs. 46,010 for a new Management Service Officer, plus the Rs. 17,800 cost of living allowance.
What is an open competitive examination?
An open competitive examination is a recruitment exam open to the public, as long as you meet the qualifications and age limits in the gazette notice. A limited competitive examination is only open to serving public officers who meet the service conditions, and is used to fill a share of vacancies in higher grades or other services.
Which government job is easiest to get with O/L and A/L?
None is easy, because competition for every intake is high. With O/L and A/L passes the most common routes are the Management Service Officer exam, the Grama Niladhari exam, station master and railway exams, police constable or sub inspector intakes, and the nursing and PHI training intakes for science students. Each notice sets its own subjects and age range.
Do government jobs in Sri Lanka have a pension?
Permanent posts in the public service are pensionable, so officers receive a monthly pension after retirement and contribute to the Widows and Orphans Pension scheme instead of EPF. Under Circular 10/2025, officers who retire after 1 April 2025 have their pension calculated on the full new scale. Many state corporations and statutory boards pay EPF and ETF instead.
Is there a government job for graduates in Sri Lanka?
Yes. Graduates can sit open exams for the Sri Lanka Administrative Service and other executive services on SL 1-2025, which starts at Rs. 82,150 when fully paid. Graduate teacher exams and graduate recruitment drives into the Development Officers Service on MN 4-2025 are other common routes. Drives are announced by the government, not on a fixed calendar.
What is the age limit for government jobs in Sri Lanka?
There is no single age limit. Each gazette notice sets its own range for that post. The 2025 Station Master Grade III notice, for example, required candidates aged 18 to 30. Limited competitive exams for serving officers often have no upper age limit but require a minimum period of service. Always check the notice you are applying under.
Do government employees pay income tax in Sri Lanka?
Public servants pay APIT like private employees, but only on monthly income above Rs. 150,000. Almost every entry post on this page is below that level even with the Rs. 17,800 cost of living allowance, so most new recruits have no tax deducted. They also do not pay the 8% EPF contribution that private employees pay.
