How we checked this

  • We read the ILO's December 2023 summary of Kuwait's rules for migrant and domestic workers.
  • We checked SLBFE's fee page and its FAQ for the hotline and registration rules.
  • We did this in October 2026 and converted dinars at the 5 October 2026 mid-rate.
  • Pay by job and living costs are our estimates, not official figures.

What is the minimum wage for housemaids in Kuwait?

Kuwait was one of the first Gulf states to set a wage floor for domestic workers. It started at KWD 60 in 2016 and was raised to KWD 75 by Ministerial Decision No. 22 of 2022, the same level as the private-sector minimum set in 2017. Domestic work is governed by Law No. 68 of 2015. The main rights, as summarised by the ILO:

RuleWhat it says
Minimum wageKWD 75 a month (Ministerial Decision No. 22 of 2022)
Working hoursUp to 12 hours a day including breaks
RestOne hour after five hours of work, and 8 hours in a row at night
Weekly restOne day off a week
Annual leave30 days paid
Salary paymentBy the end of each month, within 7 days, with a receipt
End-of-service benefitOne month's wage for every year of service

Employers who pay late can be penalised KWD 10 for each month of delay. The Public Authority for Manpower (PAM) handles complaints through its Domestic Workers Department and runs a shelter. Compare with what a housekeeper earns in Sri Lanka before deciding.

What does it cost to live in Kuwait?

Housemaids live with the family and most company workers get shared housing. If you must pay for yourself, these are the monthly costs we would budget for a single worker.

Monthly costKWD
Shared room (if not provided)40 - 80
Food (cooking in shared housing)30 - 50
Transport10 - 25
Phone and data5 - 10
Total if housing and food are not provided85 - 165

Kuwait does not tax employee salaries. Our estimate is that a housemaid on KWD 90 can send home most of it, about LKR 97,000, while a company worker on KWD 150 with free housing can save KWD 90-110. On KWD 75 without housing, there is almost nothing left, which is why we would never accept that combination.

What is the legal route to a Kuwait job?

There is no government-to-government recruitment scheme with Kuwait. Most Sri Lankans go through SLBFE-licensed agencies or direct employer offers. Before leaving, every worker must register with SLBFE.

ItemAmount
SLBFE first registration (Rs. 18,200 + VAT + SSCL)Rs. 22,027
SLBFE renewal (same employer, re-entry visa)Rs. 4,599

How to Get a Kuwait Work Visa from Sri Lanka

  1. 1. Find a job through a legal channel

Use an SLBFE-licensed recruitment agency, the SLBFE job bank or a direct offer from a Kuwaiti employer. Check the agency on SLBFE's licensed agency list before paying anything.

  2. 2. Get the contract and salary in writing

Check the monthly salary (at least KWD 75), housing, food, hours and contract length. Domestic workers should get the standard domestic worker contract.

  3. 3. Medical test and visa

Do the pre-employment medical at a GCC-approved medical centre in Sri Lanka. The Kuwaiti employer applies for your work permit and entry visa.

  4. 4. Register with SLBFE before departure

Pay the SLBFE registration fee of Rs. 22,027 for a first registration. Domestic workers also complete SLBFE pre-departure training, and women under 45 need a Family Background Report.

  5. 5. Travel and get your Civil ID

After arrival you do a medical check and fingerprints, and the employer arranges your residence and Civil ID. Keep copies of your passport and contract and save the embassy number.

How to avoid fake agents for Kuwait jobs

  • - Check the agency on SLBFE's list of licensed foreign employment agencies.
  • - Never pay cash to an individual or sub-agent, and insist on an official receipt.
  • - Refuse any housemaid offer below KWD 75; it breaks Kuwaiti law.
  • - Do not go on a visit visa to look for work; you lose SLBFE insurance and legal status.
  • - Check any offer with the SLBFE hotline 1989.

Our take: Kuwait works if the package is right

Kuwait's strong dinar makes modest salaries look good in rupees, and its domestic worker law is one of the more detailed in the Gulf. But the legal minimum of KWD 75 is low, and it has not moved for private-sector workers since 2017.

It suits skilled workers and professionals most: a nurse or engineer earns many times their Sri Lankan pay. For unskilled jobs, the offer is only good if housing, food and transport are included in writing.

What we would do first: compare the full package, not the salary, against Qatar and Saudi offers for the same job, and register with SLBFE so you have insurance and embassy support.
